Why Project Engineers Exist!

In one of my papers’, probably where L-EPC approach was discussed, the Basic Engineering requirement was also discussed. While assisting in one of the Basic Engineering Projects our team mates or what we now say the Task Force Stakeholders raised many doubts like:

….the client has given Code3 (rejected) our communication architecture drawing.

….why Hazop closeout report is not listed in deliverables?

….if PFDs & UFDs are not approved, how P&IDs can be submitted?

This list was full of complaints and engineering arrogance. I still remember what I read long back:

In our industry the overall schedule (which nowadays is a Primavera output) is primarily developed with complete relationship for EPC projects only. This does not mean other types of projects like only E or EPCM or E&P services are of less importance.  But the resource loading for manpower & material is of complex nature when we are dealing with EPC schedules, and that becomes more complicated with variable calendar mapping if the Task Force Members are globally placed.

The meaning, without pointing fingers, I would like to make one confession. Most of us take up new projects with the understanding that half or more of our earlier work may contribute into 70% of the new project needs.

If we are mere photocopiers, there is nothing wrong with this understanding.  But where an engineers’ approach is needed, more introspection is needed. Let us see what we mean through one deliverable list:
